LANSING — Michigan lawmakers worked until the wee hours Wednesday morning, waiting as legislative leaders and the administration of Gov. Gretchen Whitmer debated behind closed doors on how best to help millions of workers and small businesses struggling due to the financial strain brought on by the coronavirus pandemic. 

Leaders from the House and Senate met off and on for more than 16 hours on Tuesday and Wednesday with representatives from Whitmer’s administration to discuss the measures. After midnight early on Wednesday, lawmakers formalized agreements to extend unemployment benefits, outline new safety measures for nursing homes and create new legal protections for health care providers and other businesses.

One client in one spin studio that followed all the rules triggers a coronavirus outbreak with at least 61 cases

SPINCO, in Hamilton, Ontario, just reopened in July and had all of the right protocols in place, including screening of staff and attendees, tracking all those in attendance at each class, masking before and after classes, laundering towels and cleaning the rooms within 30 minutes of a complete class, said Dr. Elizabeth Richardson, Hamilton’s medical officer of health, in a statement.

But it still wasn’t enough.

Public health officials are very concerned about the number of cases and the size of the outbreak, especially because the city is not currently a hotspot and the facility was not ignoring health protocols, they said in a statement to CNN.

“They have also supported public health services in our investigation by sharing the messaging with all their members,” said Richardson.

California rules now allow for 3 households to socialize

SACRAMENTO, Calif. (AP) — California is easing its coronavirus restrictions to allow up to three households to socialize outdoors, an expansion of rules aimed at people tempted to have even larger gatherings around Halloween, Thanksgiving and end-of-year holidays, Gov. Gavin Newsom said Monday.

Three households can gather so long as they wear masks and follow other safety precautions designed to stem the spread of the virus, under the new guidelines from the California Department of Public Health. State health officials previously discouraged gatherings outside of a single household.

The goal is not to encourage larger gatherings, Newsom said, but to recognize the increasing pressure for get-togethers and provide ways for people to act appropriately. There’s no limit on the number of people within any three households, though state officials say smaller is better.

BRUSSELS — European Union countries are getting ready to adopt a common traffic light system to coordinate traveling across the 27-nation bloc, but a return to a full freedom of movement in the midst of the COVID-19 pandemic remains far from reach.

In addition to causing the deaths of at least 151,000 EU citizens and plunging the EU’s economy into recession, the coronavirus has also landed a blow to a cherished cornerstone of EU citizenship, the free movement of people.

Twitter flags Trump tweet for violating its rules on COVID-19 information

(Reuters) – Twitter on Sunday flagged a tweet by Donald Trump in which the U.S. President claimed he was immune to the coronavirus, saying it violated the social media platform’s rules about misleading information related to COVID-19.

“A total and complete sign off from White House Doctors yesterday. That means I can’t get it (immune), and can’t give it. Very nice to know,” Trump said in the tweet.

The post was flagged by Twitter with a disclaimer.

“This Tweet violated the Twitter Rules about spreading misleading and potentially harmful information related to COVID-19,” Twitter’s disclaimer read, adding that it had determined that it may be in the public’s interest for the tweet to remain accessible.

A Twitter spokeswoman told Reuters that the tweet made “misleading health claims” about COVID-19 and that engagements with the post would be “significantly limited,” as is standard in such cases.

Michigan health department issues capacity limit, contact tracing rules

The Michigan Department of Health and Human Services issued new rules Friday that reinstate capacity limits at 50% at restaurants, museums, retail stores and libraries, and require workers to wear masks if they cannot maintain six feet of distance. 

The epidemic order allows for gatherings at professional sports facilities, entertainment venues, cinemas and theaters so long as patrons not of the same household can maintain six feet of distance. 

Those entertainment venues as well as barber shop, salons, fitness centers, bowling alleys and skating rinks must keep accurate records of guests, their phone numbers and the time they visited to aid in contact tracing. 

In-home services such as cleaners, painters or maintenance workers must keep accurate appointment records in order to aid in contact tracing.

The order lifts any closures on bars, but bars and restaurants may only serve alcohol if parties are seated at tables that are six feet

Detroit issues public health order to keep state’s COVID-19 safety rules

Detroit’s chief public health officer on Friday issued an order that maintains the state’s rules for wearing facial coverings to combat COVID-19.

Mayor Mike Duggan and the city’s Public Health Officer Denise Fair announced the move during a news conference livestreamed from the city’s Public Safety Headquarters downtown.

The move is intended to clear up confusion over rules for wearing masks in public and limiting the number of people in gatherings after a Michigan Supreme Court decision last week struck down Gov. Gretchen Whitmer’s authority to establish mandates. 

Duggan said the city’s public health officer was issuing the order to maintain Whitmer’s emergency orders.

“What we are doing is making sure that the steps the governor has taken continue to protect the city,” the mayor said. “We are going to make sure the city has certainty and continuity.”

On Wednesday 7 October, First Minister Nicola Sturgeon announced in parliament that action was needed now in order to prevent a return to the peak level of Covid-19 infections that Scotland experienced in the spring.

Ms Sturgeon outlined a number of rules for the country, with hospitality venues instructed to close at 6pm.

However, the central belt of Scotland was issued with even stricter measures due to “higher levels of infection” and all licensed pubs and restaurants in five health boards must close for 16 days.

DEAR DR. ROACH: I lived in England in 1985-1986, during the mad cow disease outbreak. Since then, I have been ineligible to give blood. It is one of the few questions they ask. This has been 35 years and, obviously, I don’t have and have never had the disease itself. Is this still a valid reason to rule me out as a blood donor? — B.R.

ANSWER: Variant Creutzfeldt-Jakob disease was epidemic in the United Kingdom (and to a lesser extent, Ireland and France) from 1981 to 1996. By preventing blood donation from people who lived in the U.K. for more than six months during that time period, it is estimated that 90% of future vCJD could be prevented in the U.S.

Michigan Health Chief Cites ‘Broad’ Authority, Issues Rules | Michigan News

LANSING, Mich. (AP) — Michigan’s health chief said Tuesday he has “broad” legal authority to curb the coronavirus, as he issued additional orders reinstituting restrictions negated by a state Supreme Court ruling and requiring schools to notify the public of infections.

Robert Gordon, director of the Department of Health and Human Services, reinstated rules for nursing homes and other congregate-care settings. He also told local health departments to inform K-12 schools within 24 hours of learning of a confirmed or probable case of COVID-19. A school must post it on its website within 24 hours of being notified.

The steps came a day after Gordon ordered the wearing of masks and limits on gathering sizes following the court decision that declared unconstitutional a law Democratic Gov. Gretchen Whitmer had used to unilaterally extend an emergency order and underlying virus-related restrictions.
