FAIRFAX, Va., Oct. 13, 2020 /PRNewswire/ — ICF (NASDAQ: ICFI), a global consulting and digital services provider, was recently awarded a $9 million re-compete task order for research support services under its blanket purchase agreement with the U.S. Department of Labor (DOL), Bureau of International Labor Affairs (ILAB). The five-year task order includes a one-year base and four one-year option periods.

Under this contract, ICF will continue to provide research and publication support for ILAB’s production of congressional and executive order reports on child labor, forced labor and human trafficking. Health Department director: Public needs to keep up testing in order to help stop spread of COVID-19

October 13, 2020

| Dept Of Health

Dr. Martha Buchanan said authorities suspect the “underlying level” of the virus is greater than what’s reflected by current testing.

KNOXVILLE, Tennessee — Knox County’s health director suspects people infected with COVID-19 are skipping getting a test, resulting in the silent spread of the highly contagious virus.

Hospitalizations among residents are up to 70 – an all-time high since the pandemic broke out.

Knox County also reported three new deaths Tuesday, raising the total to 89 since March.

Dr. Martha Buchanan, Knox County Health Department director, said area hospitals are “very concerned” about the rise in hospitalizations. They confer regularly to track how the virus ebbs and flows in the community.

Buchanan said she suspects people infected or exposed to the virus just aren’t getting tested, either because they don’t want to have to isolate for an extended amount of time or don’t want to self-quarantine in case they’ve been

The crucial year for social order-global order transformational changes

October 12, 2020
| Global Health

The underlying political driver of the current tensions in the global order is the actual or potential failure of economies to deliver social outcomes that are politically sustainable. This is not just a phenomenon that brought about Brexit and Boris Johnson in the U.K. or Trump in the U.S. This has been and is the drama of developing economies for decades, the source of social unrest in Eastern Europe, the fear of the Communist Party of China, and the discontent of Europeans with the strictures of the EU. It is global and deep seated; sweeping and systemic.

Populist nationalism is on the rise and authoritarianism is increasing as a result. The easy road for politicians to take today is to appeal to national strength and rally their publics around the flag. The hard road to take is to seize on this moment of hyper-interconnectivity revealed by the COVID-19 crisis and

| Health Facts

CLEVELAND, Ohio – A Maple Heights cocktail lounge has now received its third coronavirus health order violation citation since June after it was visited by the Ohio Investigative Unit and Maple Heights police Saturday.

In addition to the Maple Heights restaurant, a popular Kent bar, 157 Lounge, also received an OIU citation Saturday night.

Vivid Cocktail Lounge, on Broadway Avenue, received citations on June 13 and September 20, according to a news release. The June 13 incident was brought before the Ohio Liquor Control Commission in August, where the owners admitted to the violation regarding the lack of social distancing measures.

The bar received a 15-day suspension of its liquor license, but the owners were also offered the option to pay a $3,000 fine in lieu of the license suspension, information from the Ohio Liquor Control Commission states.

On Saturday, OIU agents and Maple Heights police were again called to

State health department issues sweeping COVID-19 emergency order

October 10, 2020

(WXYZ) — Michigan Department of Health and Human Services Director Robert Gordon issued an Emergency Order under section 2253 of the Public Health Code restricting gathering sizes, requiring face coverings in public spaces and childcare facilities, placing capacity limitations on stores, bars and other public venues and providing for safer workplaces.

“Our goal is to maintain policies that have made a drastic difference in the fight against COVID-19,” Gordon said in a press release. “Cases are rising, and the science is clear. Masks reduce the spread of COVID-19. Social distancing reduces the spread of COVID-19. Public action is critical to saving Michiganders’ lives.”

Today’s order comes under a legal authority enacted by the Michigan Legislature after the Spanish Flu of 1918 specifically to deal with epidemics. That statute was not at issue in the Supreme Court’s ruling last week, state officials say.

The order completes the major elements of the

Detroit issues COVID-19 order that requires masks, social distancing

CLOSE

Detroiters must wear a mask at indoor and outdoor gatherings and businesses must maintain social distancing and capacity limits, Detroit city officials announced Friday.

Detroit Chief Public Health Officer Denise Fair issued a new COVID-19 public health order which takes effect immediately and reinstates aspects of the emergency declarations previously issued by Gov. Gretchen Whitmer, which were undercut by a state Supreme Court ruling. The state health department on Friday issued a sweeping order that largely mirrors those put in place by Whitmer.

Detroit’s order gives guidance for businesses, schools, workplaces and public gatherings to curb the spread of COVID-19.

“If you live, visit or operate a business in the city of Detroit, you only have to look in one place and that’s Director Fair’s order,” Mayor Mike Duggan said Friday. “And what we are going to do is make sure the city has certainty and continuity.”

Detroit’s chief public health officer on Friday issued an order that maintains the state’s rules for wearing facial coverings to combat COVID-19.

Mayor Mike Duggan and the city’s Public Health Officer Denise Fair announced the move during a news conference livestreamed from the city’s Public Safety Headquarters downtown.

The move is intended to clear up confusion over rules for wearing masks in public and limiting the number of people in gatherings after a Michigan Supreme Court decision last week struck down Gov. Gretchen Whitmer’s authority to establish mandates.

Duggan said the city’s public health officer was issuing the order to maintain Whitmer’s emergency orders.

“What we are doing is making sure that the steps the governor has taken continue to protect the city,” the mayor said. “We are going to make sure the city has certainty and continuity.”

RI university issues order for frats, sororities

| Health News

PROVIDENCE, R.I. — The University of Rhode Island has issued a two-week shelter-in-place order for fraternity and sorority houses because of a high number of coronavirus cases.

The school sent the notice Friday in tandem with its Interfraternity Council and Panhellenic Association.

Students may leave Greek housing only for medical visits and other essential services, such as grocery shopping and essential employment. The students will take classes virtually while sheltering.

Students and chapters that don’t follow guidelines could be suspended or dismissed.

The school says it based its decision on statistics showing a much higher rate of coronavirus positivity among students in Greek housing at over 11% than in total off-campus housing at under 4% or in the total on-campus population at 0.65%.

The previous emergency order was set to expire Oct. 9, but was extended as the District remains in Phase 2.

WASHINGTON — Mayor Muriel Bowser announced Wednesday that the District’s Public Health Emergency order has been extended until Dec. 31, 2020. The previous emergency order was set to expire Oct. 9 but was extended as the District remains in Phase 2 of reopening.

The emergency order should not be confused with a stay-at-home order.

Currently, in Phase 2, telework is still encouraged within the District, and mass gatherings are permitted up to 50 people. Certain activities, like churches, are allowed to increase that number if requested and approved from a waiver.

A number of restrictions still remain in place in order to slow the spread of the virus.

MICHIGAN — Just days after the Michigan Supreme Court shot down Gov. Gretchen Whitmer’s emergency orders regarding the coronavirus crisis, the head of the Michigan Department of Health and Human Services issued his own emergency order.

Health Department Director Robert Gordon on Monday issued an emergency order restricting gathering sizes, requiring face coverings in public spaces and placing limitations on bars and other venues.

The order relies on authorities that were first enacted after the Spanish Flu of 1918 and that were not at issue in the Michigan Supreme Court’s decision, the MDHHS said.
