Invoking the Ginsburg rule, Barrett stated she would provide “no hints, no forecasts, no previews,” as the late Justice Ruth Bader Ginsburg said during her 1993 confirmation hearing. 

  • “Justice Ginsburg’s favored technique took the form of a pincer movement,” Kagan wrote in her 1995 article about Ginsburg’s performance, according to Liptak. “If a question was too specific, she would decline to answer on the ground that she did not want to forecast a vote. If it was too general, she would say a judge should not deal in abstractions or hypothetical questions.”

Free clinic helps small Maine employers navigate coronavirus legal issues

Alyson Mayo needed some legal advice.

Having started a business creating gluten-free desserts, Mayo was ready for a new challenge. In February, she earned certification as a personal trainer with an eye toward helping older adults with mobility issues, drawing on her undergraduate degree in sports science.

A local physical therapy office welcomed Mayo as an independent contractor. However, before she could begin, the coronavirus pandemic hit Maine.

WASHINGTON (AP) — Supreme Court nominee Amy Coney Barrett will face senators’ questions over her approach to health care, legal precedent and even the presidential election during a second day of confirmation hearings on track to lock in a conservative court majority for years to come.

The mood is likely to shift to a more confrontational tone as Barrett, an appellate court judge with very little trial court experience, is grilled in 30-minute segments Tuesday by Democrats gravely opposed to President Donald Trump’s nominee, yet virtually powerless to stop her rise. Republicans are rushing her to confirmation before Election Day.

“This should not be President Trump’s judge,” said Sen. Amy Klobuchar, D-Minn., a member of the Senate Judiciary Committee. Democrats say the winner of the presidential election should choose the nominee.

“This should be your judge,” she said.

Mexico’s marijuana revolution is on display steps from the nation’s Senate, where for the last nine months activists have maintained a fragrant cannabis garden.

Each day, hundreds of people stroll amid a labyrinth of towering green plants, freely lighting joints and getting high.

Their wafting smoke is meant to serve as a reminder to senators, who have to walk through the plumes to get to work. Lawmakers have until Dec. 15 to pass pot legislation under orders from the Supreme Court, which two years ago struck down a marijuana ban as unconstitutional.

After decades of restrictive drug policies that fueled deadly cartel wars, Mexico is poised to become the biggest legal cannabis market in the world.

Rockford area bars threaten legal action against health department – News – Rockford Register Star

Cease and desist letter directs county’s top health official to stop COVID-19 mitigation enforcement activities, remove list of violators

ROCKFORD — A downstate attorney has sent a cease and desist letter to Winnebago County Public Health Administrator Sandra Martell advising her to not proceed with any COVID-19 mitigation enforcement against three area bars.

The three establishments — Casey’s Pub and Fozzy’s Bar and Grill of Loves Park and Nora’s Place of South Beloit — were named by Martell on Monday as businesses under investigation for non-compliance of Gov. JB Pritzker’s executive order regarding statewide efforts to limit the spread of the novel coronavirus.

Martell named 30 area businesses in total, saying that the Winnebago County Health Department would be following up with those businesses and seeking corrective action where necessary.

MEXICO CITY (Reuters) – For Guillermo Nieto, a Mexican businessman who grew up smoking pot, the cannabis greenhouse on his family’s vast farmlands in Guanajuato state is part of a bigger dream. One that involves deep-pocketed pharmaceutical companies.

Nieto and several Mexican businessmen have spent years positioning themselves for a time when the country opens up what would be the world’s biggest legal cannabis market in terms of population, where the drug can be lawfully cultivated and sold.

Mexico finally outlined rules in July covering cannabis for medical use, and the sign-off is expected in coming weeks.

Moving ahead

The main launch challenge is getting the four statewide PHPs operational by the enrollment date.

Managed care is a system under which people agree to see only certain doctors or go to certain hospitals, as in a health maintenance organization, or HMO, or a preferred provider organization, or PPO, health-insurance plan.

Under the current Medicaid system, providers are paid on a fee-for-service model administered by DHHS.

By contrast, the PHPs will pay health-care providers a set amount per month for each patient’s costs. There will be a limited number of special-needs individuals who will remain with fee-for-service providers.

The next big rollout step for DHHS is formulating the per-patient rates for providers by November and submitting them to CMS.
