Spy community not postured to handle rising China threat, House Intel finds

House Intelligence Chair Adam Schiff (D-Calif.) said in a statement that the intelligence community’s “capacity to address hard targets like China has waned” after two decades of focusing on counterterrorism in the wake of the Sept. 11 terror attacks. The nation’s intelligence agencies “have a lot of work to do to fully address the challenge posed by China,” he said.

Wednesday’s report is the result of a so-called “deep dive” the House panel began last year into what it viewed as China’s troubling activities around the globe, including Beijing’s malicious cyber efforts and disinformation campaigns; its exportation of invasive surveillance technology; and the continued threat its intelligence services pose to the security of U.S. personnel and national security information.

Lamont administration awards $4M worth of no-bid contracts to handle unemployment benefits; unions protest

The administration of Gov. Ned Lamont has invoked emergency powers to enter no-bid contracts totaling about $4 million with two private corporations to handle Pandemic Unemployment Assistance (PUA) applications and track benefits overpayments for the state Department of Labor — and state employee unions are blasting the move.

Union officials say that the administration is overusing the emergency powers that the legislature has granted the governor during the coronavirus pandemic.

“I fully support … no-bid contracting for PPE and other things that will save lives,” said Sal Luciano, president of the Connecticut AFL-CIO. “If it keeps someone from dying, who cares if a face mask costs an extra dime?”

But he said the state shouldn’t be privatizing administrative functions that aren’t life-and-death matters.

Health education classes help anxious college students handle stress, study finds

High levels of stress among college students has prompted experts to explore ways to combat anxiety, and recent studies have suggested that breathing techniques and petting dogs can be helpful. 

Now, a new study conducted by researchers from Binghamton University looked at how college students can shift their perspectives about stress. According to their findings, taking a health education class could help students who are prone to nervousness change their attitudes about stress. 

“This is important for several reasons,” said researcher Jennifer Wegmann. “First, helping students develop a more positive or enhancing stress mindset has been associated with improved mental health, increased performance and productivity. Second, general health education courses are available to large numbers of students. There typically are few, if any, stress-specific courses offered on college campuses, and if they are offered, many are limited in student capacity.”
