What Is Proposition 23, The Dialysis Clinics Law?

LOS ANGELES, CA — California voters can be forgiven a sense of deja vu, having voted down a law governing dialysis clinics just two years ago. But the 2018 measure and this year’s Proposition 23 are fundamentally different.

Voters in 2018 rejected Prop 8, which sought to cap dialysis clinic profits. Proposition 23, focuses on patient safety and clinic oversight.

So what exactly would Prop 23 do?

It would require dialysis clinics to have a doctor or nurse practitioner onhand when patients are being treated, and it would require clinics to report patient infections to the state and federal government. It would also prohibit clinics from closing without state approval and prohibit them turning away patients because of their source of payment.

Opponents of the measure argue that these requirements are unnecessary and costly. Clinics would be forced to close down, and patients will lose access to the care they

Minnesota’s Fairview Health to shutter 16 clinics, cut 900 jobs

M Health Fairview on Monday announced a shake-up that will permanently change the face of Bethesda Rehabilitation Hospital and St. Joseph’s Hospital in St. Paul, shutter 16 of its 56 medical clinics in Minnesota and Wisconsin and reduce its workforce by 900 positions.

James Hereford, M Health Fairview President and CEO, informed the health network’s 34,000 employees at noon on Monday that it will lease Bethesda to Ramsey County, likely for homeless services, and move core hospital services from St. Joe’s to suburban locations.

That does not mean either facility will close. M Health Fairview is in talks with Open Cities, St. Mary’s Clinic and other federally-qualified health centers that serve the poor and underinsured to combine services at St. Joe’s alongside potential new social services and transitional housing there, a dramatic re-imagining of its community programming.

    Fairview Health To Close 16 Clinics, Cut 900 Jobs


    A Minneapolis health care system says the coronavirus pandemic has caused deep operating losses, forcing it to close 16 clinics in Minnesota and Wisconsin and reduce its workforce by 900 employees. Fairview Health also plans to shut down Bethesda Hospital in St. Paul that had been handling COVID-19 patients and transfer that care to St. Joseph’s Hospital. Inpatient mental health care will continue at the downtown St. Paul hospital at least through 2021. (10/6)

Every year, the flu sends of thousands of Connecticut residents to the hospital and for some it can be fatal. In order ease the strain on our healthcare system, which is already overburdened by the COVID pandemic. Experts say how these two will interact in the body is an unknown, so the best thing is to use the current effective tool we have to avoid one of them — and that’s the flu vaccine.”

    Cities and towns have been hosting seasonal flu vaccination clinics for decades. But in 2020, as the coronavirus pandemic continues to rage, some health departments are viewing those annual clinics as dry runs for the eventual distribution of a COVID-19 vaccine.

    “I am sure that some medical providers, pharmacies, doctor’s offices, they will all be doing it eventually,” Framingham Health Director Sam Wong said of coronavirus vaccine distribution. “But for a good part of the population, I think it’s still going to fall to the local health departments.”

    Wong’s guess is based on precedent.

    “Looking back on H1N1, it was the local health department that organized and conducted the vaccination for H1N1,” he said. “Even back then, we used our regular seasonal flu clinic operation as a model for the H1N1 clinic. There’s a similarity here.”
