California releases guidelines for private gatherings with friends

Ahead of the Halloween and Thanksgiving holidays, California Health and Human Services Secretary Dr. Mark Ghaly addressed new guidelines the state released this week allowing private outdoor gatherings with friends if specific conditions are met.

Ghaly said attendees must be from no more than three separate households and gatherings should last no more than two hours.

Gatherings “should be and must be done outside,” he added. People are also expected to take safety precautions, including wearing masks, practicing physical distancing and washing hands.

In the past, the state discouraged any gatherings outside of a single household.


Ghaly said the guidelines are meant to recognize that many close friends and relatives have been apart a long time and increasingly want to be together, especially with the holidays ahead.

The intention of the guidelines is not to encourage gatherings, but to inspire people to socialize safely when they do.

California rules now allow for 3 households to socialize

SACRAMENTO, Calif. (AP) — California is easing its coronavirus restrictions to allow up to three households to socialize outdoors, an expansion of rules aimed at people tempted to have even larger gatherings around Halloween, Thanksgiving and end-of-year holidays, Gov. Gavin Newsom said Monday.

Three households can gather so long as they wear masks and follow other safety precautions designed to stem the spread of the virus, under the new guidelines from the California Department of Public Health. State health officials previously discouraged gatherings outside of a single household.

The goal is not to encourage larger gatherings, Newsom said, but to recognize the increasing pressure for get-togethers and provide ways for people to act appropriately. There’s no limit on the number of people within any three households, though state officials say smaller is better.

Launched with big ambitions, California Sunday Magazine ends publication

California Sunday Magazine, an ambitious publication inspired by the culture of the western United States, has ceased publication and laid off 11 employees, according to a statement by the Pop-Up / California Sunday Guild.

The move came after the Emerson Collective, a philanthropic and policy organization headed by Laurene Powell Jobs, decided to pull funding from California Sunday after five years, returning it to an independent company.

Neither the magazine nor the Emerson Collective offered an explanation for the split, though the latter released a brief statement: “In August, Emerson Collective and Pop-Up agreed to a mutual separation that included an additional substantial contribution from Emerson Collective to allow Pop-Up to operate independently and do so without oversight or control by Emerson Collective.”

California Governor Approves CCPA Amendments

On September 25, 2020, Governor Gavin Newsom signed into law California AB 713, which amends the California Consumer Privacy Act (CCPA) to create expanded exceptions for: HIPAA business associates; information that has been de-identified in accordance with the Health Insurance Portability and Accountability Act of 1996 (HIPAA); and information collected, used or disclosed in certain human subjects research. AB 713 reflects an intense lobbying effort by medical technology, pharmaceutical, and other health and life sciences industry stakeholders. AB 713 became effective immediately following Governor Newsom’s signature, as the bill included an urgency clause calling for immediate action to mitigate the CCPA’s potential negative impact on health-related research.

JEFFERSON CITY, Mo. — Missouri on Thursday reported an increase of more than 1,500 confirmed COVID—19 cases and the highest number of hospitalizations for confirmed or suspected cases since the pandemic began.

Data from the Missouri Department of Health and Human Services showed a total of 137,156 confirmed cases and 2,259 deaths since March. That was 1,505 more cases and 23 more deaths than reported Wednesday.

The department also reported 1,344 Missourians were hospitalized with confirmed or suspected COVID–19 cases on Wednesday — up from 1,241 the previous day. The state averaged 1,204.9 hospitalizations in the previous seven days.

Newsom formally allows social gatherings in California for first time during pandemic

SACRAMENTO — California health officials late Friday released rules allowing social gatherings for the first time since the pandemic began, enabling up to three households to get together outdoors.

Details: The new rules follow general guidance that has emerged over the last several months.

Participants must stay six feet apart and wear masks except while eating or drinking. Besides requiring gatherings outside, the California Department of Public Health encourages residents to stick to the same three households as much as possible, essentially forming a social bubble. Such occasions can occur at private homes or in parks.

California man posing as a combat-injured Marine found guilty for receiving $195,000 in medical benefits

A California man who falsely claimed to be a combat-injured Marine with two Purple Hearts so he could receive medical and housing benefits was sentenced federal prison on Thursday.

City of Orange, California, resident James Stiles, 43, received 16 months in prison and was ordered to pay $167,234 in restitution, City News Service reported.

Stiles was charged with seven counts of government fraud, which included almost $195,000 in medical visits and some $4,000 housing payments, according to court documents obtained Friday by Marine Corps Times.

The Veterans Administration Office of Inspector General was the investigating agency in Stiles’ case and filed charges of healthcare fraud, theft of government property, false statements and committing an offense against the government, according to documents.
