Politics and the City: Board of Health ‘dysfunction’ gives some councilors pause – News – telegram.com

One of the first major recommendations made by City Manager Edward M. Augustus Jr. when he became Worcester’s chief executive in 2014, was to reorganize the city’s public health functions and change the Board of Health from an advisory board to a regulatory one.

It gave the board the power to deal with all local public health issues, effectively cutting the City Council out of the equation.

The move was hailed by its supporters because they said it would remove the politics that had prevented the city from effectively addressing public health issues in the past.

Since the Board of Health was reconstituted and given greater powers, it has indeed done many good things and taken on many difficult public health issues. What made the board so effective was that its members worked so well together and with public health officials.

But that has all changed in recent months.

Phyllis Landrieu, former Orleans School Board president dies

Landrieu was the aunt of the former mayor and U.S. Senator and well-known as an advocate for early childhood education.

NEW ORLEANS — Phyllis Landrieu, a former Orleans Parish School Board president and passionate advocate for early childhood education, died Saturday. She was 86.

Mrs. Landrieu’s late husband Joseph was the brother of former New Orleans Mayor Moon Landrieu. The mother of ten children, her nieces and nephews include former Mayor Mitch Landrieu, former U.S. Sen. Mary Landrieu and former Orleans Civil Court Judge Madeleine Landrieu.

Mrs. Landrieu served just one term on the Orleans Parish School Board, from 2004 until 2008. Her election came one year before Hurricane Katrina and the federal levee failures, which decimated the public school system and prompted a state takeover of the city’s failing schools. Despite challenging and often contentious times, when Mrs. Landrieu left office in 2008, she touted the board’s accomplishments.

Testing event needed at Fayetteville High School, city’s health board says

FAYETTEVILLE — The city’s Board of Health hopes to set up a successful mass testing event at Fayetteville High School after few students took advantage of a free mobile testing event held this week on campus.

Friday’s high school football game between Fayetteville and West High School was canceled this week because of possible exposure to the coronavirus. Fayetteville School District on Sept. 17 announced “several” football players had to quarantine because of potential close contact with covid-19.

A mobile testing crew was set up at the high school Tuesday and Wednesday for athletes and members of the high school band, said Board Member Gary Berner with Community Clinic. Letters went out to parents informing them of the testing availability, and students had to get parental permission, he said.

The clinic expected to do about 185 polymerase chain reaction tests over two days, Berner said. About eight tests were done,

Members resign from Saratoga EDC board

SARATOGA SPRINGS – The controversy over claims the Saratoga Prosperity Partnership’s downloading and sharing of a confidential Saratoga Economic Development Committee Zoom meeting continues with board resignations and an investigation.

On Wednesday afternoon, the Partnership will be briefed on a report by an attorney the group hired to investigate the matter amid SEDC’s accusations that its civil liberties were violated by the distribution of a video of one of its meetings. SEDC is a private nonprofit and its meetings are not open to the public.

The Partnership report follows the departure of four from the SEDC board: Saratoga Hospital President and CEO Angelo Calbone, land-use attorney Matt Jones, Adirondack Trust Executive Vice President Michael O’Connell and Saratoga County Chamber of Commerce President Todd Shimkus.

Worcester Health Board Sought To Avoid ‘Berating’ Of Police: Docs

WORCESTER, MA — The public was prevented from participating in recent Board of Health discussions about police reform following internal deliberations between the city attorney, police leaders and health department staff, emails show.

Days before an Aug. 24 Board of Health meeting featuring top police officials, City Solicitor Michael Traynor advised health department leaders they did not have to hold a public hearing to discuss 12 police reforms suggested by board member David Fort.

With that opinion, Board of Health Chair Edith Claros had the discretion to allow public comment during the meeting. Claros did not open the meeting for public comment, but did make an exception for the police union president.
